And I think that's also in part to appease the players union, especially if they don't pay the existing players extra. The union would be upset about more work for the same pay but may be willing to compromise if it means that more jobs are created.

I think it was a stupid change and I don't blame the Colts or anyone else for speaking up. If you're running the hurry-up, you shouldn't have to wait for an official to get his fat butt in place while the clock is running. I'm sure the league heard from more than just the Colts.
Honestly I hate the hurry-up. Puts the defense at a disadvantage, and I don't think it's any coincidence that a lot of the best offenses practice the Hurry-up and perform it consistently. The whole point of a no huddle offense is to run a predetermined play while the defense is still recovering from the previous play and at the same time wonder what the hell the offense is doing now, then in about 5 seconds try to make the necessary changes. I just feel there is no coincidence why a lot of good offensives historically that have run a lot of no-huddle have had a ton of success. Personally was glad that it would be slowed down a bit.
