    Question: In what circumstances, if any, would the president have constitutional authority to bomb Iran without seeking a use-of-force authorization from Congress? (Specifically, what about the strategic bombing of suspected nuclear sites -- a situation that does not involve stopping an IMMINENT threat?)

    Obama: The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.

    As Commander-in-Chief, the President does have a duty to protect and defend the United States. In instances of self-defense, the President would be within his constitutional authority to act before advising Congress or seeking its consent. History has shown us time and again, however, that military action is most successful when it is authorized and supported by the Legislative branch. It is always preferable to have the informed consent of Congress prior to any military action.

    In this effort, the United States is acting with a broad coalition that is committed to enforcing United Nations Security Council Resolution 1973, which calls for the protection of the Libyan people. That coalition met in Paris today to send a unified message, and it brings together many of our European and Arab partners.

    he's merely a corporate shill puppet in all this.....this being an effort to eventually secure cheaper oil contracts with libya and this being a distraction from the radiation, yen, supply chain disruption in japan....but not necessarily in that order

    The U.N. resolution authorizing international military action in Libya not only sets up a no-fly zone but allows "all necessary measures" to prevent attacks on civilians.

    Hmm...

    I'd say this is more of an indictment of the Arab League. Can't trust them.

    Anti-Obama Protest Turns Violent

    Brazilians protesting the imminent visit of President Barack Obama struck the U.S. consulate in Rio de Janeiro with a Molotov cocktail Friday, prompting police to respond with rubber bullets, according to local news accounts.

    The U.S. Consulate in Rio said one security guard was treated at a local hospital for minor injuries after the brief demonstration. A radio reporter was hit by the rubber bullets, Brazilian newspaper O Globo reported.

    The crowd was protesting U.S. participation in enforcing a no-fly zone over Libya, local reports said. While the demonstration outside the U.S. consulate didn't last long, some reports said protests in other parts of the city lasted longer. (See photos here.)

    The president, First Lady Michelle Obama and daughters Malia and Sasha are set to depart Washington Friday night and spend most of Saturday in Brasilia before flying to Rio Saturday night.

    White House officials opted to hold President Obama’s major speech in Rio Sunday in an indoor setting, the Municipal Theater, rather than an outdoor venue that might have posed greater security concerns.
