The Trump lawyer later argued that Congress should have almost no authority to investigate a president at all and said that Whitewater and Watergate investigations were both invalid. The basis for the argument is that "law enforcement" falls under the purview of the Justice Dept and it is up to them to investigate. However, they also said that the Justice Dept can't charge the president with a crime and that they shouldn't launch investigations if they can't prosecute. So basically the Trump administration's claim today is that there is NO authority in the United States that has the right to investigate matters related to the president.
