If he reinstalled the OS correctly then there is no reason it wouldn't come up. Unless he tried to install it with a proprietary CD like that came with a Dell or from another manufacturer. In that case though it won't even let you install the OS, so I don't know what you're talking about. Need more info on what it is doing. Also, I still need to get your laptop back to you that has been fixed for a while.
