I've come to learn over the years that whenever somebody uses "he'll hit him in the balls" as the reason why fighter X will beat fighter Y, they really have no case.
Technique beats size and strength 90% of the time. If boxing and MMA are hobbies of yours I'm pretty sure you're familiar with what Roger Huerta did to a guy twice his size. In addition we're talking about one of the best pound for pound boxers of all time... one of the greatest professional boxer's who FIGHTS for a living vs. someone who has probably never been in a real fight except maybe a couple petty pushing and shoving matches growing up as a kid. Manny is one of the fastest/quickest punchers EVER. I'm pretty sure Manny could punch Yao 20 times before he even blinked. I'm even more sure if Yao got 20 free punches to try and hit Pacman he would dodge them all. It wouldn't even matter if Manny couldn't reach Yao's chin... Have you ever heard of a body shot? 1 good punch to the solar plexus or kidney and you'll see the great wall or anybody for that matter crumble.
They exist because of with all things being equal, the bigger guy has the advantage. Yao is not equal to Pac in any manner when it comes to fighting. I don't think Pac could beat Klitscho, but he would chop Yao down like a tree.

are you aware that in the beginning stages of mma, during the black box days, there were no weight classes? Ive seen royce gracie snuff out men with 50 to 100lbs on him.
what if yao ran at pac? lol it is simple, an elite fighter, current fighter, street fighter, 8 diff weight world champion at 150lbs would destroy a retired yao. people can youtube all they want. I've seen in person some little people with excellent striking technique bring down some tall basketball height sparring partners all the time.

Do you know something we dont? What we know at this point is Pacquiao is a professional fighter, an ATG hall of famer at this point. Would you seriously pick a meek, humble giant who can barely run and has chronic foot injuries vs a still practicing boxing icon in a fight? Ask shane mosley and antonio margarito two pretty huge welterweights if they thinks pacquiao is tiny. Pacquiao is short, not tiny, there is a difference. He's stocky and powerfully built. Pure muscle. Yao would seriously get toe up.

Pacquiao would win in a straight boxing or general street fight. Dude is a boxer by trade, Yao isn't. Yao would have to bend down to reach Pacquiao's head, limiting his already shaky mobility and playing into Pacquiao's quickness. In a street fight if Yao had the element of surprise, he'd probably win but without that, no doubt Pacquiao is going to take out Yao's legs and then wail on him. It is a bad match up for Yao for a number of reasons.
The odds of Manny beating Yao in a 1 on 1 game of basketball are greater than Yao beating him in a fight.
