This isn't just an ISP; it's a cable television company. Uh, you should read up about them. The city of Houston is suing them and attempting to get their Franchise revoked. The Better Business Bureau gives Wave Vision an "F" rating. btw: the entire condominium complex has an exclusive agreement with Wave Vision. You can't get another cable TV or wired provider, and they won't allow dish's on the balconies. This is how that company exists. They got apt complexes and hotels to buy longterm exclusive cable and internet access through them...likely via kickbacks...and now are not paying their city franchise fees and are reducing channels/services and increasing fees with no way to get out.
