I could see this as a simple misunderstanding. When I first came to America, I was told from people in my village that over here if something is left unattended for more than 2 hours you can legally take it as yours. I learned my lesson after being taken to jail for "stealing" a baby trolley but they let me go when I told them my story and also that I didn't know much English.
