Throwing in names just for nostalgia, like stewie being a villain now? He's a protagonist, and was evil for like 2 seasons and switched to his closet homo thing. Sephiroth honestly shouldnt be in there either, Kefka from FF6 was a more f- the world bad guy. I don't see how sephiroth got this famous, FF7 could be widely viewed as a top 10 game of all time, but its not becuse of how great a villain sephiroth was.
Anybody who complains about the Joker being number 1 just doesn't know some of the things he's done over the years. He beat the 2nd Robin half to death with a crowbar, then locked him in a warehouse with his mother and blew it up killing them both. Shot Barbara Gordon aka Batgirl, severing her spine and paralyzing her. He then undressed her and took naked pictures of her. Then he tried to drive Commissionar Gordon crazy by forcing him to look at the pictures while making him ride naked in a carnival funhouse ride. Killed Gordon's 2nd wife by dropping a baby forcing her to catch it and leaving herself exposed to a point blank shot to the head: All in all, it's believed his death toll is in the 4 figures (including a classroom of kindergarteners. Not bad for a guy with no superpowers.

From the moment vader burst onto the screen he just screamed villian. The family member twist which is now desperately overplayed was still fresh and innovative back then. I wasn't young enough to live through it but even from the vhs's I just felt the "bad guy" aspect of vader. He should be #1 without a doubt, he spawned a whole damned archetype of badguy
If you include the new trilogy, his "villianry" is greatly discounted. I hate that Lucas made those, and yet, if he hadn't, I'd complain about that, as well. To any aspiring writer: If you have a successful movie, buy the rights for the second and WAIT! The interwebs will have a brilliant sequel for you.
