Yes it should be because the health impact of mar1juana or any other drug has externalities beyond just the user.

I personally though agree that health impacts of mar1juana are not as severe as alcohol and in my own opinion mar1juana should be legalized and regulated like alcohol. That said I don't believe that it or any other drug should be legalized on the basis that it is up to the user to solely decide. As alcoholism shows that addiction is very real and that there are societal cost beyond just the user from addiction. While I think there is a liberty argument that has to be balanced with the cost to society, and also with the cost of enforcement of ban. With alcohol while the problems were acknowledged with alcohol enforcement was more harmful. I think we have the same problem with things like mar1juana.

Every choice we make in life directly or indirectly impacts others, doesn't mean they should be restricted.

So depressing this default puritanical mindset wanting to control other people's behavior.

How far are you willing to take that? Should meth and heroine be legalized even those are very highly addictive with health issues that are pretty much indisputable?
Would you then allow anyone to do or take anything they wanted?

The problem with your view is that it is great in a vacuum but misses what those consequences are. Just take alcoholism. Millions are spent each year on law enforcement regarding crimes related to alcohol abuse. Millions are spent on addressing health issues related to alcohol addiction and abuse.

Increase Tax revenues - like the lottery business
Promoting personal liberty - a core value of this country
Implementing effective regulations - also tied to the taxes, why let the black market take control?

It's called living in society. Are you also opposed to speed limits? Safety laws for businesses? Pollution laws? Food safety rules? Regulation of medicine?
