Clive Owen would be a good choice. He'd be more like Dalton who was a badass Bond. The problem is EON keeps making the same crappy movie over and over again. Cast Clive Owen and make a Bond film like From Russia With Love and that'll reinvigorate the franchise. Otherwise, sit back and watch the Bourne series replace it.
Hey, Bernie Casey played a black Felix Leiter in Never Say Never Again. A black James Bond isn't out of the question, although I don't think it'll ever happen.
I think Jack Black would make a great James Bond. Yes Bond would be more of a comedy and less of an action flick, but it would be funny.
I'd be HUGELY surprised if they cast an American. Clive Owen has been rumoured for a while now. He'd be excellent too.

He actually said that? You realize they cast John Gavin, an American actor, in the role for Diamonds Are Forever after Lazenby quit. It wasn't until they paid Connery an obscene amount of money to do one last film that they let Gavin go(paid in full for doing nothing).
He might have said that subsequent to those events, of course. I just don't see why they would go with a US actor. The franchise doesn't really need a "name" actor for the part, and, with the exception of George Lazenby, all the previous encumbents have been British (I know that Brosnan is Irish, but he spent a lot of time growing up in Britain). As far as a black actor goes, I think that wouldn't be a problem. There are also a lot of fine British, black stage/TV actors that could play the part very well, without needing to resort to Wesley Snipes (he would kill the franchise). It'll be Clive Owen.
