Looking for really cheap luggage, around 29". Basically only needs to hold together non-fragile items (clothes)and make it through baggage claim once. And be on wheels.

Can I find something for less than $30?

Seriously -- just put it in a cardboard box and tape it up. It's not on wheels but just get a cart at the airport.

I just brought back 12 bottles of wine from Germany in a cheap cardboard box and some bubble wrap that I bought at an office supply store in Munich

No, but I do plan on throwing it away after one use. I have plenty of quality luggage at home, but not with me at the moment.

Craigslist. Might even be lucky enough to find a used bottle of hair gel inside.

Goodwills always have luggage. Probably varies what they charge, but probably under 15.

I once saw a guy taking all of his stuff in a garbage bag as carry-on. Just felt like sharing.

But yes, a secondhand store probably is your best bet.
