also this is for heath even though i don't think he is checking this thread anymore....

so if someone gets HIV from getting raped do they deserve it too? i mean you said everyone who gets it should be blamed for being infected, right? also, does everyone who makes a mistake deserve to have a death sentence for it? people have been and will always be irresponsible when it comes to sex does that mean that they should always deserve to die for their irresponsibility?

to get a card you must test negative in the first place.
if you don't get re-tested you don't get an updated card.

the cards would say when your last test was taken and when you are required to take it again (3 months from your test date). it would have your picture on it so you couldn't use someone else's card. Haven't decided if this program would be run by individual companies or the government.

when you go in for a re-test and it comes out positive they do not give you a new card and they take your old one (you must surrender it until your results come in).

so the onus is on you to check your partners card. if he/she doesn't have a card then either they haven't been tested or they are positive. or if the card is expired (over 3 months old) then it is your choice whether or not to take the risk of sleeping with that person.

it's not a perfect plan and may be awkward at first ("Hey baby can I see your card before we screw around?") but I think it's a good start.

Everybody should get carded. That makes it fair. It's not mandatory however, but if somebody doesn't have a card, you should probably not trust them. It's like a license for sex.
