I wouldn't think so. The union will have flexibility in deciding which sub-population to sell-out to satisfy league demands. Since each player gets only one vote no matter how good he may be, the stars won't have as many votes as the middle-class. Middle-class players may want to keep high star salaries in case they make it big, but I expect they will be fiercest in maintaining good salaries in the mid-level area where they actually reside. I can see them making concessions on max contracts to preserve midlevel contracts. Of course, max players will probably still make more in the NBA than Turkey, even if they make concessions.
