He was on Houstons RGV club now he is draft prospect? If he was a first round talent why didnt HOU lock him up?

He was dismissed from Georgia Tech, and instead of transferring he entered the D-League draft at the last minute in 2012 instead of waiting a year to transfer to another college. So he never went through the NBA draft process so he could not be signed as a free agent. That's one way that the D-League will probably be used in the near future more and more with players who dont want to wait to transfer to another college. Its an alternative for them to showcase their talent for a year in the D-league instead of college to get drafted in the NBA.
Kind of like a farm system. I've been advocating for players who want to get drafted in the NBA to opt for D-League instead of wasting university resources on someone who will only be there for a year. Sad truth is that the universities would lose tons of money this way.
