What if Parsons does not sign an offer sheet...can the Rockets still go over the cap to sign him to say...4 years/$36 million?

I think Morey has already shown Parsons the contract they (Les) would offer Parsons waaaaay before they declined his 4th year option making him a RFA. I think both Parsons, Feagan, Morey and Les have had extensive contractual talks. I also, think that a "preview" of the offer Morey/Les are willing to offer Chandler was shown to Chandler and his agent, and I'm sure it's quite competitive an offer. I think Parsons and Feagan (mainly Parsons) is happy with the contract that Morey/Les are willing to give/match Parsons so that when FA starts, Parsons knows before hand what offer sheets to sign. Parsons would know that if he signs an offer sheet richer than the "Preview offer" Les/Morey are willing to match then he is done as a Rocket and will be signing the offer because he wants to play with that team. Parsons could wait to see a similar offer from a team that is in line with what the Les/Morey and the Rockets have told him they would be willing to match, then he can sign that offer sheet knowing that the rockets will match and he will still be a rocket.

The thing is, he really can't sign an offer sheet until we have firmed up the free agency side of things. So he might not even sign an offer sheet with another team, might just wait until we are done, then sign up with the Rockets.
If the Rockets say they'll match any offer, I don't see Chandler agreeing to anything with Houston. Go get your money and let Houston match. Considering his crappy pay thus far, he deserves whatever he can get.
