IIRC, the new house would have been seated first, then the vote.

i may be misremembering some of the details.

You are largely right. There was a possibility in 2000 of electors from FL not being seated and it going to the House.

I find that map pretty questionable considering it puts PA and MI as a tossup when they have remained consistently for Obama.

I am not ruling out a Romney win but for the moment the electoral edge is still with Obama.
