Mostly poor management, but it is circumstantial. Because the east is consistently bad, they tend to overrate their top players. A guy like Dragic would be looking at a max contract if he was on an eastern conference team. So when it comes time to fill out the roster with other players, there's no money left. Also since these bad teams make the playoffs consistently (or even the 2nd round sometimes) they are misled into thinking they should be in "win now" mode and begin making dumb personnel decisions.
