No it isn't. Nepotism is specifically the use of your power to benefit your family/etc. If Joe wasn't involved, it wasn't nepotism - there has to be involvement/intent by Joe. This makes no sense. Joe Biden was part of an international effort to oust Ukraine’s top prosecutor, Viktor Shokin, who was not doing his job in fighting corruption. Skokin should have been looking into Burisma for alleged corrupt acts, that were committed prior to Hunter Biden’s tenure on the company board. Once Skokin was replaced with a prosecutor who would fight corruption, a serious investigation of Burisma could be pursued. The effect of Joe Biden’s efforts was to make sure that Burisma was investigated, which did no favors to his son Hunter.

I agree with everything you said. My point is that the outward optics were an unnecessary risk. Any casual observer who doesn't follow these things closely would easily come to the conclusion that he pushed out a prosector who was investigating a company that his son was a board member of. It's an easy narrative to sell to a mass swath of people who just trust the memes and headlines they read on Facebook. It would have been better if the point man to remove Shokin wasn't someone who could have the outward appearance of a conflict of interest.
I'm not saying that Joe Biden was responsible for the nepotism. I'm saying be hired to a high level position because of your family name is nepotism. I'm not claiming that Joe Biden fostered the nepotism. He can't control his son. His son just took advantage of his last name himself.
