WTF are you talking about? Miami has been under the luxury tax for years. It was the only way they could get capspace for LBJ/Wade/Bosh. They are still under the luxury tax today. Orlando and Boston got their main pieces through the draft. Orlando went over the luxury tax by paying max for a guy that wasn't a superstar(Rashard), and dumping him for Arenas, only to amnesty him and get below the luxury tax. We all know LA's story. Players want to go to LA, even if they can get larger max offers from their own teams(CP3/Howard). Houston ain't sexy like LA. It's not close to all the movie stars and marketing opportunities and chances for tv show/movie appearances, e.g. Odom(Kardashians), Shaq(Kazaam), Bdavis(various guest star apperances). They just went after the Laker's 2nd best player in Gasol. Pau Gasol said he didn't want to leave LA for Houston. Stern's trade block has nothing to do with unwillinginess to spend money on max players.
