In bigger cities, where the graduation rate for certain demographics is around 20-40%, a disengaged student in an impoverished household might either enter the workforce early or, just as prudently from a fiscal standpoint, join a gang. That having been said, that legislator did a good job concise continually re-stating his key argument: the same way W. "beat" Ann Richards in his first debates by re-iterating "lower taxes, smaller government and better schools;" and the two times he spoke to the child he handled it perfectly. I happen to think it's extremely trite to rhetorically ventriloquize a child to confront adults: you're probably prematurely indoctrinating them to views without a rational framework; and conditioning them to confront and mistrust authority - which is actually doubly damaging example for minority children.
