The camera looks at the scratch at the 4:35 mark. I can't tell if any metal was dented but it just looks like a scrape without metal damage. I'd just ask for $50 and call it a day, but the mom probably wouldn't have paid that.
It isn't hard to be a civilized person. Personally if I confronted someone over a small ding, and that is how they initially reacted I'd just drive away - it isn't worth the headache. With that said, all it takes is exchanging information and getting an estimate - probably less than $100.
I find it far more disturbing she has charge of two kids. She doesn't know how old they are so they might not be hers.

As others have said I feel for those kids. The kid admitted to doing it. How about just apologizing first.
