Maybe, but the United States almost immediately became more dangerous than Germany and Japan ever were, with a larger, more destructive and more broadly reaching deployment that could spur a much bloodier conflict much more quickly with a full volunteer force. You only have so many billions to fight that with until antagonism and unpredictability have to start playing a part.
There is also a school of thought that Germany's goal was to reclaim the territory lost during the Treaty of Versailles rather than take over all of Europe.
My take away though that is was part of the calculus but was not the driving force behind the use of the bomb. Burns was that force and he seemed determined to use it not to save troops but for political reasons.
