The problem with this is that, as others have mentioned, SAT scores seem to correlate much more strongly with family income than with performance in college. I could see maybe setting a low minimum SAT requirement to keep out the really bad students who benefit from going to crappy schools, though.
Look at pg 12. Table 6 FRESHMAN YEAR PERFORMANCE BY SAT SCORE RANGE Entering 2003-2007 Graduates of Texas High Schools http://www.utexas.edu/student/admissions/research/HB588-Report12.pdf SAT is not perfect but it correlates very well with GPA.
I had a feeling this was the case. People are holding the SAT to some ridiculous correlation standard and looking at its correlation with income as if the test itself discriminates, instead we have an educational system that discriminates.
Another common perception people have is that more and more of White students are left out of UT in favor of minorities such as Hispanics and Asians because of the top 10% law. What they often forget is that there are less and less White students in high school these days. http://ritter.tea.state.tx.us/research/pdfs/enrollment_2008-09.pdf Pg 19 From 1999 to 2009, there is an increase of 18% of Black High school students, 69% increase of Asians, 49% increase of Hispanics and 7.5% DECREASE of White HS students. For raw numbers: 1999: 568K Blacks, 100K Asians, 1.5M Hispanics, 1.7M White 2009: 671K Blacks, 169K Asians, 2.2M Hispanics, 1.6M White These numbers are for K-12, but grade 12 numbers alone are proportional.
