I don’t see a contradiction between Putin believing that the World is controlled by a cabal Of billionaires and he acting the way he does. He probably believes if it is run by a cabal then he might as well grab as much power as he can. This goes to a wider issue of why populist revolutions so often end up in tyrannies. Those who believe that the system is run by a handful of individuals will just as likely want to run things themselves.
