You certainly implied it with your note about how there's no legislation prohibiting black people from succeeding, pal. Let me explain the word "long" to you since you seem to be having trouble with it. What makes something "long" is context. Having our troops in Iraq for 43 years is a "long" time since our biggest military effort to date was World War II which lasted 4 years. Forty years is a "long" time to wait for a sandwich because most people can get one in 10 minutes. Having had the right to vote for 43 years is not a "long" time since the country is 231 years old. You're welcome.
'Fraid not. I am just of the opinion that the correct action to redress the wrongs of the past is not to redirect them on the descendents of those responsible (not to mention anyone that just happens to live here and look like them). There are in fact currently no laws that are discriminatory against blacks, exactly as I stated. That there are lingeing affects from past laws does not change that. I think it is a sad fact that we as a society have failed to learn from Black people have had the right to vote in America since 1870, so that would be 137 years. Aside from that, I will leave you with my earlier statement: So you're welcome, ass.
