    The organizer was Travis Scott. He was the promoter and organizer. He pretty much get double blamed for this. He's going to be out a lot of money regardless.

    Doesn't really matter what Travis Scott knew or could see. Who has responsibility for creating a safe concert-going experience? It's the organizers of the event. If there was some other actors that took extraordinary measures to cause mayhem -- a terror cell with guns and bombs for example -- then fine, shift the blame. But, if it's just customers doing what you could foresee them doing and there isn't enough security, or show management, or emergency planning, or medical staff, or whatever countermeasure to accommodate, then it's on you as the organizer.

    It definitely looks like he deserves a lot of blame. It also sounds like this was a failure of a lot of people including HPD for not having good contingency plans.

    Certainly the crowd should act better but you can't count on that. For example when I'm designing an auditorium I can't consider that people will behave rationally. The codes essentially consider the people inside like water in a tank and if something goes wrong how is the fastest way for that water to flow out of the tank. So for a case like the White Snake disaster where exits were blocked yes the crowd could've not panicked and made it out unblocked exits. Crowds tend not to act like that when panicked. From the code stanpoint it's then what is the path of least resistance to exit from a space during an emergency.

    All kidding aside, this was a tragedy that wouldn't have happened had there been proper safeguards in place. I can only imagine what the families of the victims are going through.
