    That is very true.


    What do you know about insurance and events like this since things have evolved somewhat since Altamont?

    Lawsuits, medical bills and similar things are going to be coming and somebody is going to be paying. Are those entities that think that they are walled off (insulated) from taking a hit on responsibility going to be able to stay walled off?



    Going forward, I would expect moves by the city and county to raise hurdles for these types of events.

    Chief Finner:

    Last night, I put out some numbers in terms of security.
    367 police officers; that number was the number we had assigned for evening shift
    Actually had 528; we held over day shift officers
    Live Nation reported to us they had 755 security officers

    A lot of narratives out there right now on social media. Be respective of the families and follow the facts and the evidence.

    One narrative was some individual was injecting other people with drugs.
    We do have a report of a security officer according to the medical staff that he was reaching over to restrain or grab a citizen and felt a prick in his neck.
    When he was examined, he went unconscious. They administered Narcan and he was revived and the medical staff did notice a prick. That is one part of it.

    There were some individuals who were trampled.

    Kids & young individuals, if you see something, say something.

    9:30pm, that’s when people started going down. Went to producers and told them people are going down. Show ended at 10:10pm.

    25 arrests; 23 of 25 were trespassers, 1 possession of mar1juana, 1 public intoxication



    HFD Samuel Pena:

    Looking into permits issued and ensuring the plan submitted was adhered to
    HFD had a robust contingency & emergency response plan.
    Primary medical component was delivered by 3rd party medical company. Security was the same.
    In spite of that, we had units pre-positioned from the HFD to ensure we were monitoring the event
    From time the incident escalated around 9:30, we requested additional resources to the scene to augment those already pre-positioned.
    From time the mass casualty incident was declared to first unit on scene was 2 minutes. Incredible response & can’t go unnoticed.

    Level of injuries, number of people in that venue overwhelmed 3rd party vendors
    Layout: There is no occupancy permit for an outdoor event.
    Calculation for the footprint, if we applied the assembly occupancy formula, they could have over 200,000 people in this venue. Venue was limited to 50,000.
    They had 2 separate stages in 2 separate areas.
    Injuries did not occur as people were trying to exit; evident by the fact that once the event was terminated, the footprint was cleared hour within the hour (50,000)
    Looking into what led to crowd surge at the point of the stage.
    Permits issued were for LPG(had inspectors); permit for pyrotechnics(had inspectors on scene); permit for tents(had inspectors); had inspectors for the permits for means of egress; doors in & out of that venue to be open & unobstructed.

    Have many doses of Narcan?

    SP: We don’t have that number. Several instances administered on scene.

    A few weeks ago, we were on COVID level red. Why did you guys authorize an event with thousands of people?

    ST: We just hosted the World Series. This was an even outside as well.

    How many of the 528 officers were inside the crowd? And number of officers compared to 2019?

    CF: Majority of officers will be inside the complex.

    LH: In 2019, 409 event security, 30 armed private security, 47 HPD officers
    In 2021, 505 event security, 91 armed private security, 76 HPD officers

    As for COVID, our authority was stripped many months ago. We can’t even require masks in Texas.

    Other reports of people feeling needles or just the one officer?

    CF: Right now we have that one.

    Who’s responsibility was it to shut down concert? Why was it not stopped sooner?

    CF: Cannot just close when you have over 50,000 individuals. … That time I gave you from 9:30 to 10 minutes after ten,…it was discussion between promoters, our fire department, police department and NRG officials.

    Officer pricked? How is he doing?

    CF: Don’t have that information. That was interview from an investigator from the medical staff. Still trying to locate that officer.

    Cause of deaths? Were they trampled?

    ST: Don’t have all that information and won’t speculate.

    10-year old in critical condition?

    CF: That’s what we have, yes.

    Private company not prepared?

    SP: The venue medical component was being met by 3rd party contractor. They had doctors, EMT’s, volunteers. When the event escalated, we had to come in and augment their assistance. … 62 (HFD) units responded. Over 20 ambulances pre-positioned and ready to transport. …

    Met with any family members? Names?

    ST: Want to make sure they’re all aware. 6 of 8 families have been notified.

    LH: Autopsies are being conducted. Still trying to identify the 8th person. A male but don’t know who. Another identified but haven’t found the family.

    Capacity for event?

    SP: No outdoor venue capacity. Capacity, based on the footprint, they could have had over 200,000. Based on the assembly fire code calculation, they could have had over 200,000 but it was limited to 50,000. It was a wide open venue. Plan included 2 separate stages to subdivide those crowds. It was crowd control at the point of the stage that was the issue.

    Did they have enough life saving equipment to administer right then and there on site?

    SP: All units are completely equipped. From our (HFD) perspective, we did. Cannot speak to 3rd party. When we responded, we were fully equipped. There’s always an issue with access into these crowds.

    thats the problem.

    if he had stopped the show for a bit and chilled everyone out it might have saved some lives. instead, he chose to tell everyone that he wants to "feel the f***ing ground shake" for the next song while he is watching EMS try to get into the crowd and he sees what appears to be a dead body being lifted out of the crowd. its all on video and i suspect he is going to be held accountable in some way for all this.

    multiple people die at hood ass events all the time?

    Hows he going to know what’s happening by looking around? Management could have told him something. Ppl pass out at festivals all the time. U know that right??

    I was just pointing it as an example. Music festivals still exist today. Not necessarily a woodstock.

    I don't think he's good, but there's no causal relation between bad mayoring and private concert safety protocol.

    SRO concerts with limited entry points always have an ability to cause this. Clo9sest thing I've experience to this was a Mardi Gras in Galveston where the street was so packed I literally couldn't move and had to flow with the movement of the crowd. I haven't been back since.
