Melton is a guy I wanted the previous offseason, but then he got hurt so I guess it was good we didn't trade for him. Plays defense, shoots the three ball, can handle the ball and pass a little bit (better than Holiday at least). I thought I heard he was planning to sign with the Warriors soon though. If we can get him for the vet min and he's willing to take a back seat to Reed to start the season, he would be a good pickup for depth.
As it stands now, you are correct - they do not have enough $$ to even offer a minimum contract. They have $1,255,588 between them and the 1A. That equates to 54.6% of a 2nd year vet min contract (what most minimums count against the cap). That's 44.6 games of actual pay meaning they'd have to play 38 games before being able to offer that prorated contract for the rest of the season. The only other option is to trade one of their minimum guys for no return salary to open up enough space - problem with that is none of them are trade eligible until at least December 15. Essentially their hands are tied between now and that December 15th date - unless they part with someone earning more than the minimum who didn't sign a new deal this offseason and I find that unlikely as it consists of Tari, Amen, Shepard .... With Melton recovering from injury - I don't know when he will be ready to play, this could actually work out ~midseason .... tho I'm certain he'd rather be on a roster for the full year to collect checks.
