I think an overpay keeps Lowry. The way he plays this is likely his last chance at big money, if they offer 11-12 mill/yr for 3 years and tell him take it or leave it. I think he takes the money over hoping Miami/Houston give him 8-9 mill/yr for 3 years
Maybe, but that action would not concur with his comments about prioritizing championship contending, so I would not bet on that.
Lowry will likely stay in Toronto because he will get more money, and play the ball as a team leader, why does he want to move?

$10M in Toronto vs $9M in Miami/Houston isn't much of a difference in all honesty because of the major difference in taxes. Basically equal in terms of salary, but Toronto has a higher cost of living and they are less likely to win.
Miami will not be able to offer 9 mil after signing Lebron, Wade, Bosh, Haslem, and the rest of their core players. The most the Heat will have will be the mid level exception worth 5 mil. Rockets should do a SNT for Lowry giving the Raptors Lin IF plan A does not go through.
