    This has been my understanding. The OP's article seems to be a little confusing. My take from the article seems to be the simple explanation; People are about to find out the real cost of this fine and they are going to be pissed.

    Did you miss the point of the thread? Its the Democrats that are concerned. The Republicans never wanted the ACA, so what exactly is the point you are trying to make?

    Those people already hate Obama and the democrats.

    Its low information voters on a budget in swing states that are the ones the DNC Chairman and Hillary are worrying about. Rightly so.

    As far as worrying about a tax on those who didn't sign up affecting an election? I don't think democrats will be too concerned. Those that want coverage will have the opportunity to get it.

    And besides...

    "Burwell is considering re-opening enrollment around tax-filing season in April, when as many as 6 million people may learn they owe a fine for not having health coverage under Obamacare's individual mandate. Some congressional Democrats and consumer advocates have pleaded with the Department of Health and Human Services to allow people who owe the individual mandate penalty to instead buy insurance. Burwell will announce her intentions within weeks, Bloomberg News reported last week. Washington state already has extended its enrollment period until April, The Wall Street Journal reported Tuesday."
