Most "heavy duty business users" aren't using cable modems to serve their company or their businesses You'd be amazed how many people download mp3's, videos, etc. at ridiculous rates. It will affect several people, but then I'm sure they can understand when they have to pay more.
You may just get your wish...well, sort of... My guess is that you will see the cable internet companies start to introduce tiered service options, like DSL providers offer. They may choose to tier them by speed, used bandwidth, or a combination of both. Those that use more, pay more, those who don't pay less...
That's what I was thinking... Since I told myself to stop downloading p*rn movies, I haven't been using much bandwidth.
