That is a very good point but I while Israel and its adversaries have radicals in their government I doubt that they would seriously contemplate a first strike using nukes as it would be bound to unite the whole Islamic world against them and possibly more than that. Nukes for Israel essentially become a MAD situation with its neighbors. As far as non proliferation everyone knows Israel has nukes and Israel's adversaries who want to get nukes will try to whether the US is aiding Israel or not.
