This does a better job of conveying what i was trying to say... I'm not sure I agree with the Civil War comment, but it is not too far off. I do agree that bipartisanship is not feasible right now and policy is not going to solve the larger issue. We need a sea change and when those happen, there's no telling which way the waves will crash.
