It depends on the volume flow rate of the waterway. Tea should disperse fairly quickly, as it is has low viscosity.
If that waterway is that stinking, dirty river in San Antonio, the tea may just sit on the surface until it evaporates under the heat of the sun... so you may need to factor in the weather a bit (and whether you disposed of the tea in the shade or out in the open).

Okay, now that the spate of replies designed to hijack the thread seem to be past, we can get down to discussing the goals of the tea parties. However, at this juncture I must confess that I am always puzzled by posters who say they champion free speech and then excoriate free speech that seems to counter their viewpoints. That is the tactic of despots of other countries, not America. That said, these tea parties are non-partisan. They are designed to show unhappiness with the greed and arrogance of our political, bureaucratic and economic leadership. Why is there such a knee-jerk reaction to people exercising their civil liberties? I do wonder about that. Well-intentioned debate of what will be accomplished or not accomplished is welcome, but too many desperate-to-be-cool people follow emotionally shallow people like SamFisher like sheep.

No, actually I was silently lamenting the fact that if someone did manage to get enough tea bags into San Antonio's water supply, no one would notice. If I said I thought the half-million man march was laughable, would you say it was because wrapping themselves up in the cloak of American history was laughable. Their rights were enumerated 50 years ago, and they had the right to vote leaders out of office. You see, you can't really compare economic and political realities of 50 years ago with those of today. Just as an example, back then, the government didn't have death taxes. Now we do. There were no sales taxes. Now there are. I am not arguing the validity or non-validity of these taxes, only that the two eras are not remotely the same. The people who will be attending these tea parties are merely registering their anger over the way the power elite currently is conducting political and economic affairs.
The million man march wasn't for rights for black men, it was for black men to better themselves. these tea parties are coming off like people have the same complaints of over 200 years ago.

You are confused about what free speech really is. Free speech is being able to voice disagreement with politics and policy as well as point out when people are making fools of themselves or spouting absurd ideas. Americans don't have the right to blissfully espouse any idea, particularly stupid ones, and think nobody will call them on it. That's not free speech, but rather a weird leveling of ideas. Attacking someone's viewpoint is not the same as attacking free speech... indeed, it is the definition of free speech. And I point out again, nobody has said "Stop the teabagging!" (Well, except for maybe some weak guys in prison.) You have the right to support a stupid PR stunt designed by winger flackies working for the discredited winger arm of the Republican Party and I have the right to say why I think it's stupid.
