It depends on the context. If you’re writing a letter to your constituents stating your own views and you copy what someone else says then that isn’t really your original thoughts.

If a politician is writing a letter to constituents, it isn't original thought either. It is a curated piece of propaganda, written by staff and reviewed by lawyers, to maximize your chance of being re-elected. You never represent the work to be your own (though your signature is your endorsement of its contents), you haven't signed an Honor Code pledge to do your own work, there is no copyright on it, and it will not go down in the annals of history like MLK's I Have a Dream speech (which also has a copyright). A Rep has no duty to not copy someone else's un-copyrighted letter. Besides which, the letters she posted on twitter here have US Govt letterhead, so I think she doubly has no ownership claim over the IP, which would belong to the American people.
IIRC, on 02/21/2020 Trump took office at the crest of the longest economic expansion---the Obama admin generating 70 consecutive months of positive job creation---in U.S. history. The trust-fund baby left office presiding over the worst labor market in modern U.S. history, as an already-sputtering economic recovery has turned negative.

That doesn’t mean it isn’t plagiarized just because there isn’t legal consequences. Cutting and pasting in most cases is legal and even acceptable but it doesn’t make it original and if you’re not citing your source it is still technically plagiarism per what was cited against president Gay.
