It sounded to me like both horses were criss crossing at the wrong time. But it seems to me, without knowing much about horses, that the inside horse with the lead should have the the right of way. If he wanted to go outside then Alexi should have gone with him or fallen back. Especially since he can see what is going to happen. I don't think the leading ohrse should have drifted outside strategically, but it seems to me, if he wanted the outside, he should be allowed to take it given that he was on the inside and had almost a whole horse lead.
