it takes years to build and set up factories. this had already begun under the biden govt through the chips and science act and the inflation reduction act where billions was spent to lure foreign companies to build factories here. the manufacturing plants that have or will open from the factory construction boom was because of those acts not tariffs. you only have to look at nba/nfl/nhl owners. if they don't like the taxes, they leave. don't give them public money to build, they leave. they go where a govt offers them the best enticements.
Even if this was the plan (and we're dealing with a deranged person) This won't work. Tariffs are happening right now - a tax cut would take weeks to assemble and months to have an effect. The auto plants that will close and the produce that rots etc - tax cut does nothing to help. Nothing.
Neither of our opinions on tariffs matter. Fact is Trump is squeezing out the Democrats in Canada at the expense of Americans. TBH, it doesn't seem like a very high expense. Im sure Americans will be fine paying a little extra for maple syrup and crappy Tim Hortans. Mexico on the other hands is a different story. Trump isn't dealing with stupid woke democrats in this arena.

Trump is either a dumb ass or a double-agent hellbent on destabilizing the US (probably both). Even Project 2025 advocates for free trade and cautions against the use of tariffs. And the criteria for ending tariffs are not clear at all. He ties non-trade issues (fentanyl and illegal immigration) to the reason for the tariffs, using fake crises to cause a very real economic one. From Project 2025:
