Sorry - I should have clarified. I definitely think if you have 50% taxes as opposed to 20%, that affects economic growth because that's a large enough differential to justify behavioral change. But at the state level, we're talking fairly marginal differences of a couple of percent between the high and low tax states, and that isn't enough to create behavioral change. It's why the Reagan tax cuts had a notable impact (along with government spending and lowering interest rates), but the Clinton tax hike and Bush tax cuts really didn't do much - at the margins, going from 36% to 39% or 39% to 36% doesn't really affect people's decision making.
