One has to be the State of Central Texas, with Austin as its capital. Texas, of course, is the only state that has the right to "devolve" itself into as many as five separate states.

With the exception of Orange and San Diego counties, the rest of them are poor as **** and are basically welfare counties. Residents of northern calfironia would probably be happy if they seceded, let Orange and San Diego county pay for their welfare.
