As far as I know, there are two teams that are not doing well, Tampa (I think they are still making a profit, just a small one) and the A's. Tampa just got a new stadium announced. A's are going to be headed for Las Vegas. Once settled, I think $150M per owner will entice the owners to approve expansion.
