In 2015, MLB changed the rules that a drafted player could be traded after the World Series instead of waiting a full year after the draft. This cut down on a lot of PTBNL trades.
Besides for Pena, it is more guys just playing like one of their best years instead of an increase and being a starter for the full season as most of those guys have played well enough to be either an All-Star or MVP already.
