It says Picks 1 - 4 are picked with the ping pong balls. The remaining are selected by order of where they finished. So the odds of Rockets getting 2 Top 4 picks are incredibly small.

The top 5 is already pretty much set in stone it's some combination of Paolo Banchero, Jaden Ivey, Chet Holmgren, AJ Griffin and Jabari Smith IMO the Rox need a PF to get over Mobley, accurate 3 pt shooting and defense so I'd go with Jabari Smith, Holmgren or Griffin.
