Hoping Javier is clean, sounds like he’d be affected. I think Greinke, McCullers, Odo, and Valdez are ok. Baez is also not a spin guy. Not sure about Garcia, Urquidy, or any of the other relievers.
Affected yes, but his success on the fastball is part spin, part shape, part low release point, and part balls. He's not quite to the point that spin rate causes the 4S to drop wOBA by 0.050 points. I worry that losing sticky stuff may cause control issues, but that falls on every pitcher. For Astros, I am most concerned with it affecting breaking pitches and control.
