No, it's something every candidate does. People want confidence in their leaders. To the public "When I'm President, I will . . . " sounds better than "If I'm elected President, I will . . . " The first statement shows that they have enough confidence in themselves and their abilities that they believe they will be elected President. The seconds statement leaves room for doubt and makes it sound like they're only hoping they'll be elected.
See Donny's post/photo. His refusal to even make any sort of eye contact with Obama was almost as if he was a lesser being. Don't talk about disrespectful.
