Yeah, this is pretty amusing. To protest federal intrusion, we're going to give the federal government all the control to dictate how the exchange works and what companies are allowed into it. Brilliant.
So Perry could either have this in control of the state, or allow the Federal govt. to control it. He chose to allow the Federal govt. control it. Interesting.
Agreed. However, to my knowledge, the law allows for the states to eventually take over the administration.
I read way back when Perry first said he wouldn't do it, that it was a bargaining ploy. If it is, he's running out of time. But, it could be shrewd. Let the Feds build a nice system with federal dollars and once it's operational, elect to take it over later and pay only the cost of maintenance without the capital expenses (or would the Feds sell it to us to recoup capital costs?). In any case, I have infinitely more confidence in the ability of the federal government to build this thing, so I'm not crying over Perry's bullheadedness.
The issue is being responsible for administering something you have little control over. Responsibility without authority. The fear is the feds come up with impossible requirements and tell the states to figure it out.
