Read an article speculating it was about shutting down a drag show. But that seems indeed very speculative to me since we know nothing about who did it, much less why. it just so happens there was a drag show in the utility territory at that time. Anyway the vulnerability of substations to physical attack is a known problem. They've been attacked a number of times before over the years, they can cause blackouts with one strategic bullet, and they are difficult to fix with custom parts made to order. Industry knows it needs to do a better job protecting these sites, but the cumulative expense would get built into customer bills and no one seems to have the stomach for it.

Customers are going to want to pay for reliability.... Question: did the infra bill have anything to upgrade util from these known vulnerable attacks?
