I don't think a teacher produced that problem at all, it seems like some junk that is certified for all students. The answer in the key was probably 15.. I wouldn't blame the teacher for making the question, but I would blame her for her horrible explanation. Throwing the question out of the test I completely agree with, dumb question is dumb.

The question is a trick question. Maybe it could be worded better but I don't really see much wrong with it, I would of also said 20 min, not 15. Regardless, why is this still being discussed. This should have ended back in post 3 or 4 lol.
what's so complicated? cutting apiece of wood that's half the size of the original piece should take half as long right?
