I don't think you can be this stupid - because I know you are not, from many of your previous posts - you probably just need to take a walk, get some fresh air, look at the question again, and then you will realize that you erred on a 2nd grade math question. It happens, and it is ok. Being stubborn about it is what is embarrassing.
If you want to work with Reeko's interpretation, then the correct answer is that there is an infinite number of correct answers. If we want to pretend that the question DOESN'T say the time per cut is going to be a constant, then she could literally make an uncountable different number of cuts that differ in size. It's impossible to state how long the second cut would take. Make she just cuts a corner and it takes just a minute. Maybe she cuts a circle out and it takes 40 minutes! The fact remains that the question states she will work at the same rate, which by default means it won't take her less time for the second cut.
holy crap REEKO just quit. The picture next to question clearly shows a thin long board. The amount of the cut will be the same, and if she is working at the same pace, the answer is 20 minutes. Their is a reason BEAT LA disappeared from this thread. He was ashamed of his pathetic math skills/logic and hid in a corner somewhere. Do the same.

You could have highlighted "outta" as well. Sure, it is generally accepted on message boards as an alternative for "out of", but I would think someone who was such a stickler for the correct usage of the English language wouldn't resort to using message board lingo.
No need for apologies. The answer to this question won't have any bearing on personal success at any level. You just value logic and science while I do not. My education was meant to prepare me for my field of choice; music BTW. Yours must rely on how fast you need to cut wood or other things.
This thread is so full of fail. But you're all wrong. The right answer is 11 minutes. The preparation takes 9 minutes and the cut takes 1 minute.
