Bah, sue me for what I said earlier - I didn't get a lot of sleep last night. I knew it was a joke, more than likely, but I have seen things a lot more ridiculous so I didn't know.
I'd be willing to bet it was made by the SNL crew.. The lady that played her "mom" on the stairs is one of the writers on the show and the sound was very similar to the Natalie Portman rap she did on SNL.. It maybe my SNL bias talking, but I though it was funny..

Taylor Swift, for all you older BBS members, is a 19-year-old country singer popularized by her songs "Teardrops on my Guitar" and "Love Story" (which the title of Thug Story is a parody of). She also dated one of the Jonas Bros and is a close friend of Miley Cyrus. She've always tried to be funny, and one of her most recent skits was SNL's "Save Broadway" with Neil Patrick Harris. T-pain, on the other hand, is a hip-hop producer/collaborator with auto-tune sounds. He and Akon are the two most prominent users of that technique in their songs. T-pain had a collaboration with the Lonely Island (Andy Samburg's group) called "I'm on a boat" that was pretty popular. The CMA skit may have some SNL involvement, but I'm not sure.

Eh, it was wildly successful judging by the responses across the net. The thing is, it's basically an inside joke (and was a skit, as such) in which you have to know and follow Taylor Swift to really appreciate. That's why it was done by and for the CMT Awards. If you don't follow Taylor Swift and/or country music, which obviously most people on this board don't, of course it's not going to be funny. It wasn't supposed to be.
I'm fairly certain he doesn't as well. He's from Africa, it wouldn't be that out of the ordinary to have an auto-tune/vocoder ish voice.
After research (with wikipedia), I retract my previous statement about Akon thanks for pointing that out. He only uses it in one or two songs, it seems like.
