INDIANAPOLIS | The leader of the Indiana Senate has invited lawmakers from every state to join him Dec. 7 at Mount Vernon, George Washington's Virginia home, to discuss the state-led process for crafting amendments to the U.S. Constitution.

Senate President David Long, R-Fort Wayne, asks in a letter written to fellow legislative leaders that each state send a bipartisan group of three delegates to the "Mount Vernon Assembly."

He said the meeting will lay the groundwork for a Convention of the States that would, when established by Congress, propose amendments to change various provisions of the Constitution.

According to Article V, Congress must call for an amendment-proposing convention, “on the application of the Legislatures of two thirds of the several States”, and therefore 34 state legislatures would have to submit applications. Once an Article V Convention has proposed amendments, then each of those amendments would have to be ratified by three-fourths of the states (i.e. 38 states) in order to become part of the Constitution.

Congress has the power to choose between two methods of ratification: ratification by the state legislatures, or instead ratification by state conventions called for that purpose.

The interesting aspect of this is it bypasses governors, the president, and the US congress entirely.

Really, no; it's one goofball asking others to expense his field trip to Washington's house and patting himself on the back for reading an encyclopedia entry. Good job not actually proposing laws in your own legislature, with your congressional reps, state execs, within your party, or anywhere else that could actually effect change if they weren't likely to dismiss you outright.

I also think our Constitution needs some fixing, but I think Long and I are probably are in complete disagreement on how it should be changed.

No matter, I estimate this has 0% chance of going anywhere.

ATLANTA — Today Georgia became the first state in history to call for a Convention of States that could propose Constitutional amendments to limit the size and jurisdiction of the federal government, and force Congress to be fiscally responsible...

...The Convention of States movement is spreading like wildfire and has resolutions pending in nine other states: Missouri, Alabama, Alaska, West Virginia, Florida, Arizona, New Mexico, Oklahoma, and South Carolina.

A Convention of States is called under Article V of the Constitution, which requires 34 states to call a convention before it can be convened. Thirty-eight states must ratify any amendment proposals coming out of such a convention.

I don't think there are even enough red states to get the 34 for the quorum.

I love the sentiment but highly doubt this will happen and if it does it will be too little, too late. America is unfortunately in a downward spiral that is not going to stop. There is reason why a President as bad as Obama was elected.

I am talking about the moral, fiscal, and spiritual downward spiral of this country. These things started very slowly years ago but are now happening so fast it is truly unbelievable.

Lansing— The state House approved a Senate-passed resolution Thursday that adds Michigan to the movement calling for a states’ convention to consider a federal balanced budget amendment.

The 77-32 House vote for passage puts Michigan on track to join 20 other states that have passed legislation calling for a convention under Article 5 of the U.S. Constitution.

It specifically calls for a convention of the states to draw up a proposed amendment requiring the federal government to balance its annual budget except in times of emergency such as wars and military actions.

The House also approved, on a 62-47 vote, an accompanying measure laying out the methodology to be used for choosing Michigan’s delegates to the proposed convention, should it come to pass.

Gov. Rick Snyder has announced his support for such an amendment, saying Congress needs to follow the example of Michigan. The state constitution requires Michigan to balance its budget annually, but Congress and the president aren’t under a similar restriction.

It would take action from 34 states for a convention to be held. Ratification by 38 states then would be required to adopt any proposed amendment containing a balanced budget mandate that theoretically would emerge from the convention.

All these states must balance the budget yet they have lots of debt???....mockery...including beloved Texas....easy to say do it at the national level because states do it when in reality no one does it...and really don't need to, but that is another topic..
